Brig. Gen. Paul H. Guemmer is the Military Deputy for Total Force-Continuum, Deputy Chief of Staff for Strategic Plans and Programs, Headquarters U.S. Air Force, Washington, D.C. He is the active-duty member of the tripartite leadership team leading the Total Force-Continuum efforts for the Secretary and Chief of Staff of the Air Force. His leadership directly contributes to the One Air Force and Balance lines of effort that support a more unified regular Air Force, Air National Guard and Air Force Reserve. These efforts include a high velocity analysis of all Air Force mission areas as well as a review of legislative, policy, operations and education total force initiatives that support an improved Air Force organization.
General Guemmer received his commission as a distinguished graduate from the Reserve Officer Training Corps in 1988. He has held multiple flying assignments as an aircraft commander, instructor, and examiner pilot. The general has commanded at the squadron, wing and center levels and has deployed multiple times, including a deployment as an expeditionary operations support squadron commander and air expeditionary wing vice commander. His staff experience includes tours at U.S. Transportation Command, the Air Staff and Joint Staff. Prior to his current assignment, General Guemmer was Commander, Jeanne M. Holm Center for Officer Accessions and Citizen Development, Maxwell Air Force Base, Alabama. He was responsible for AFROTC, OTS, AFJROTC and assistance and oversight for the Civil Air Patrol.
General Guemmer is a command pilot with more than 4,500 flying hours and more than 240 combat and combat support hours in the C-5, KC-10, KC-135, E-8, C-130, C-21 and C-182.
